Home sales in the Portland area were a little more lively in August, narrowing the gap with last year's sales after several comparatively slow months. But sales prices in the monthly report by the Regional Multiple Listing Service were disappointing, falling slightly compared with a month ago and landing 10 percent lower than they were a year ago. And the still-depressed prices might be keeping houses off the market, real estate watchers said.  New listings fell to 2,879 in August, 2.1 percent below July’s figure and 24.8 percent below listings in August 2010. "It tells me there's a confidence issue," said Joe Reitzug, vice president for Oregon and Washington at John L. Scott Real Estate. "People aren't thinking they can accomplish what they need to get done. The people that have a choice about it are choosing not to put their home on the market."

Home inventory -- the time it would take to sell all the homes on the market at the current sales rate -- dropped to 6.2 months, with 11,276 homes for sale at the end of the month. That's near this year's low of six months in June and much lower than in August 2010, when the inventory was 11 months. An inventory of about six months is considered healthy, but University of Oregon economist Tim Duy said the August number doesn't reflect the shadow inventory of homes being kept off the market by skittish owners.

"When the market seems to firm a bit, there's going to be a surge in residential listings," Duy said. "The additional supply will probably put downward pressure on prices again."

The 1,805 homes sold in August represented a 5.6 percent increase over July sales and a 30.7 percent gain over August 2010. Pending sales increased, too, by 13.4 percent compared with July and 29.6 percent compared with the same period in 2010.

But those increases could be deceptive. A year ago, sales were unusually depressed after a frenzy that resulted from a HomeBuyer Tax Credit that expired in April 2010. Buyers and sellers rushed to make deals, then sales plunged after the June closing deadline.

Now, the market is close to catching up to the incentive-driven activity of early 2010. So far in 2011, the 13,114 closed sales reported are 0.5 percent short of the same time period last year, but pending sales are up 2.8 percent. New listings, at 25,189, are down 26 percent.

The median sale price for a home in August was $225,000, a slight decline from July's $227,200 and 10 percent short of August 2010. The average time on the market for a home sold in August was 134 days.

Reitzug said his company's September numbers look strong but that it's still hard for brokers to make and close sales.

"It's still just a real grind," he said. "It's not that we're seeing huge peaks and valleys. We're just grinding through this."
